Invitation To Tender: Designing an evaluation framework for Criw Celf

The task is to design an evaluation framework for Criw Celf, to enable partners and stakeholders to build a body of evidence that demonstrates the value and impact of this programme on its participants and the wider arts and education sectors.

The contract will run from December 2014 – March 2015.

We are looking for a consultant with specific expertise in evaluating projects and in evaluation plan design, preferably in artistic and / or educational settings. We need a framework that will evidence impact and tell the Criw Celf story by highlighting case studies; capturing consistent data and feedback and drawing on quantitative as well as qualitative evidence to record and measure hard and soft outputs.

We are seeking an imaginative and innovative approach that will result in an Evaluation Framework that young people will want to engage with and one that arts practitioners won’t find too onerous to implement. Gathering reliable hard data is of paramount importance, of course, but we also want to capture the spirit of this inventive visual arts project through the Evaluation process too. Film, digital media and photographic documentation is therefore likely to feature as an important element of the evaluation. It is also envisaged that the successful bidder will need to deliver some initial training / familiarisation sessions on the new evaluation framework to ensure that partners are confident using it and that it is applied consistently across partners’ work.
